3. Ineligibility Criteria
- Existing PIAs with recovery proceedings or unable to place 50% of trained candidates
- Agencies with key personnel earlier associated with defaulting PIAs
- Sister concerns/subsidiaries of defaulting organizations
- Directors with DIN flagged in MCA database for past defaults
- Blacklisted agencies
- No consortium allowed
4. Scope of Work for Empaneled Captive Employers
- Mobilization of rural youth (own cost) with preference to SC/ST, women, differently abled
- Residential training only; dedicated training centres with separate hostel facilities for boys/girls
- Trainers must have valid SSC certification
- Training implementation as per NSQF/NQR curriculum, Aadhaar-enabled biometric attendance, CCTV with IP-enabled monitoring (1080 HD/4K, 25 FPS, remote access)
- On-the-Job Training (OJT) as per NSQF/NQR
- Assessment & Certification by Sector Skill Councils or NCVET-approved agencies
- Placement: Minimum 70% of certified candidates to be absorbed by the employer; valid proof includes appointment letter, salary slips, EPFO/ESIC details
- Post-placement tracking for 6 months and data updation on kaushal.rural.gov.in
5. Payment Terms (4 Instalments)
