• Positive net worth in at least two of the last three FYs
• Past training experience for minimum two years
• Existing training centre as per NSQF/industry norms
• Provided employment to 500+ persons in own/subsidiary in last three years
• Manpower Agencies are NOT eligible

3. Ineligibility Criteria

• Existing PIAs with recovery proceedings or unable to place 50% of trained candidates
• Agencies with key personnel earlier associated with defaulting PIAs
• Sister concerns/subsidiaries of defaulting organizations
• Directors with DIN flagged in MCA database for past defaults
• Blacklisted agencies
• No consortium allowed

4. Scope of Work for Empaneled Captive Employers

• Mobilization of rural youth (own cost) with preference to SC/ST, women, differently abled
• Residential training only; dedicated training centres with separate hostel facilities for boys/girls
• Trainers must have valid SSC certification
• Training implementation as per NSQF/NQR curriculum, Aadhaar-enabled biometric attendance, CCTV with IP-enabled monitoring (1080 HD/4K, 25 FPS, remote access)
• On-the-Job Training (OJT) as per NSQF/NQR
• Assessment & Certification by Sector Skill Councils or NCVET-approved agencies
• Placement: Minimum 70% of certified candidates to be absorbed by the employer; valid proof includes appointment letter, salary slips, EPFO/ESIC details
• Post-placement tracking for 6 months and data updation on kaushal.rural.gov.in

5. Payment Terms (4 Instalments)

Payment terms are indicative and subject to revision by EGMM / MoRD.

6. Target Allocation

• Maximum Project Target: 5,000 candidates OR 40% of employer’s human resources registered with ESIC/PF (whichever is lower)
• Project Period: 3 years or till state targets achieved (whichever earlier)
• PAC decision is final on target allocation

7. Empanelment Duration & Cancellation

• Empanelment valid till 31st March 2028 (or further MoRD instructions)
• EGMM reserves right to terminate without notice for non-performance
• Cancellation allowed for norm deviations; recovery actions can be initiated for payments already made

8. Submission & Processing Fee

• Fee: ₹25,000 (non-refundable; waived for Captive Employment qualitative appraisal)
• Proposals without fee are summarily rejected
• No physical submission accepted
• Late submissions due to technical issues not entertained
• Documents once submitted cannot be modified/rectified

9. Key Conditions

• Empanelment does not guarantee any income, work award, or target allocation
• No subcontracting or assignment allowed

• Arbitration as per Arbitration & Conciliation Act, 1996; Sole Arbitrator appointed by EGMM; disputes under Hyderabad jurisdiction

10. Force Majeure

Covers war, riots, earthquake, flood, strikes (not within party’s control), government action.
Excludes: negligence, insufficient funds, foreseeable events.
Affected party must notify within 14 days and take reasonable alternative measures.
