1. Purpose & Objective

EGMM Telangana invites Expression of Interest (EOI) from eligible Captive Employers (Project Implementing Agencies – PIAs) for empanelment under the DDUGKY 2.0 (Deen Dayal Upadhyaya Grameen Kaushalya Yojana) Programme. The goal is to provide placement-linked skill development training to rural unemployed youth in Telangana, with a mandatory 70% placement of trained candidates into the employer’s own or subsidiary organization.

2. Eligible Applicant Category (Category – A)

  • Valid TIN/TAN/GST/SGST Number

3. Ineligibility Criteria

  • Existing PIAs with recovery proceedings or unable to place 50% of trained candidates

  • Directors with DIN flagged in MCA database for past defaults
  • Blacklisted agencies
  • No consortium allowed

4. Scope of Work for Empaneled Captive Employers

  • Mobilization of rural youth (own cost) with preference to SC/ST, women, differently abled
  • Residential training only; dedicated training centres with separate hostel facilities for boys/girls
  • Trainers must have valid SSC certification
  • Training implementation as per NSQF/NQR curriculum, Aadhaar-enabled biometric attendance, CCTV with IP-enabled monitoring (1080 HD/4K, 25 FPS, remote access)
  • On-the-Job Training (OJT) as per NSQF/NQR
  • Assessment & Certification by Sector Skill Councils or NCVET-approved agencies
  • Placement: Minimum 70% of certified candidates to be absorbed by the employer; valid proof includes appointment letter, salary slips, EPFO/ESIC details
  • Post-placement tracking for 6 months and data updation on kaushal.rural.gov.in

5. Payment Terms (4 Instalments)

6. Target Allocation

7. Empanelment Duration & Cancellation

  • Empanelment valid till 31st March 2028 (or further MoRD instructions)
  • EGMM reserves right to terminate without notice for non-performance
  • Cancellation allowed for norm deviations; recovery actions can be initiated for payments already made

8. Submission & Processing Fee

  • Fee: ₹25,000 (non-refundable; waived for Captive Employment qualitative appraisal)
  • Proposals without fee are summarily rejected
  • No physical submission accepted
  • Late submissions due to technical issues not entertained
  • Documents once submitted cannot be modified/rectified
