2. Objective
The primary objective of this Skill RFP is to onboard new Training Partners to deliver high-quality NSQF aligned skill training across Odisha. The key objectives are:
- To empanel training partners to undertake NSQF aligned short term skill trainings to meet the skilling needs of unemployed youth and improve their employability.
- To empanel training partners to undertake training in new age technologies, emerging trades, and Future Skills due to rapid changes in the future of work.
- To empanel training partners offering captive placement opportunities to ensure direct employment linkages .

5. Scope of Work
The empaneled Training Partners will be responsible for the following scope of work :
5.1 Mobilization of Trainees
- Counselling and selection of candidates.
- Registration of trainees linked to their Aadhaar identity.
- Providing candidates with information on nature of work, job availability, pay, growth prospects, and risks involved.
5.2 Training Centre Readiness
- Establishing dedicated training centers (owned or hired).
- Training centers must be verified and approved by concerned DSDEOs and ITI/Polytechnic principals.

7. Selection Criteria and Evaluation Process
7.1 Evaluation Process

14.3 Important Notes
- Proposals received through Telex/Telegraphic/Fax/Email (without hard copy) or by hand will be summarily rejected.

15. Other Terms and Conditions
15.1 Proposal Validity

15.4 No Franchisee/Sub-Contracting
- Training Partners cannot subcontract the conduct of training or operate training centers via a franchisee arrangement. Violation may lead to termination and blacklisting .
15.5 Breach of Contract
