1. Introduction

The Bihar Skill Development Mission (BSDM), under the Youth, Employment and Skill Development Department, Government of Bihar, has issued this Request for Proposal (RFP) to empanel reputed Training Partners (TPs). The objective is to implement an employment-linked Domain Skill Development Program specifically designed for candidates who are Mental Illness cured (MI cured) or Stabilized Psychiatric Patients. 2. Objective

The primary objective of this skill RFP is to create an inclusive skill development ecosystem by:

  • Enabling MI-cured/stabilized psychiatric patients to access quality, employment-linked skill training.
  • Providing sustainable livelihood opportunities through wage or self-employment.
  • Empaneling experienced Training Partners with proven placement records.
  • Ensuring at least 50% placement of certified candidates within 3 months of result declaration.

4. Tender Fee & EMD

  • Tender Fee (Non-refundable): ₹5,000 (Document Fee) + ₹590 (Tender Processing Fee) = ₹5,590 to be paid online (NEFT/RTGS/Credit/Debit Card) on the e-Proc portal.

5. Scope of Work for Empaneled Training Partners

The successful Training Partner will be responsible for:

  • Mobilization & Pre-Counseling: Awareness creation, one-on-one counseling, psychometric testing, and collecting relevant documents from eligible candidates.
  • Course & Curriculum: Deliver training as per modules defined by Sector Skill Councils (SSCs) / NCVET.
  • Training Delivery: Operate centers in allocated districts with GPS-enabled biometric attendance, CCTV surveillance with live access to BSDM, adequate infrastructure (power backup, labs, washrooms, etc.), and a trainer-trainee ratio of 1:40.
  • Placement: Ensure minimum 50% placement of certified candidates within 3 months in wage employment (at least minimum wages) or self-employment with verifiable proof.
  • Post-Placement Tracking: Track employed candidates for 1 year, uploading 6 months’ pay slips or bank statements on the BSDM portal.
  • Assessment & Certification: Facilitate SSC/NSDC-approved assessments.

7. Selection Criteria & Technical Evaluation

The evaluation is a two-stage process with a total of 100 marks. Bidders must score a minimum of 70 marks to qualify for empanelment.

8. Empanelment Procedure

  1. Online Submission of Technical Bid with all forms and annexures.
  2. Technical Evaluation by BSDM (minimum 70/100 marks).
  3. Publication of Empaneled List on BSDM portal.
  4. Department-Level Technical Presentation (scheduled by the concerned Department).
  5. Allocation of Targets, Sectors, Job Roles, and Districts by the Department based on performance, LoI strength, and marks.
  6. Execution of MoU/Agreement with the respective Department within 30 days of work order.
  7. Submission of Performance Bank Guarantee (5% of Work Order value) within 15 days.
  8. Center Establishment & Batch Start as per BSDM timeline.

12. Duration of Training

  • As per the Qualification Pack (QP) / National Occupational Standards (NOS) approved by SSCs/NCVET.

13. Funding and Payment Conditions

Training Cost per candidate per hour (after ₹0.50 portal fee deduction):

  • Category 1: ₹48.5
  • Category 2: ₹41.5

Payment Milestones (Total 100% of training fee):

  • 30% – Completion of 1/3rd course duration (80% attendance required).
  • 30% – Passing final assessment (for certified candidates only).
  • 20% – Minimum 50% placement of certified candidates from the batch.
  • 20% – After 12-month tracking & compliance (only for certified & placed candidates).

Other Payments:

  • Placement Incentive: ₹3,000 per placed candidate (70-85% batch placement) or ₹5,000 per placed candidate (>85% batch placement).
  • Career Progression: ₹5,000 for candidates achieving ₹15,000/month for 3 months within tracking period.

15. Other Important Terms & Conditions

  • Single Bid System: Only Technical Bid; Financial Bid is Not Applicable.
  • No Subcontracting or Franchising permitted. Violation leads to immediate cancellation and debarment.
