• Positive net worth in at least two of last three financial years
• Two years of training experience
• Existing training centre as per NSQF norms
• Provided 500+ jobs in own/subsidiary companies in last three years
• Manpower supplying companies are NOT eligible

General Ineligibility:

• Existing PIAs with recovery proceedings pending
• PIAs unable to place 50% of trained candidates under DDUGKY
• Entities with key managerial personnel associated with defaulting PIAs
• Sister concerns/subsidiaries of defaulting organizations
• Entities blacklisted by Government
• No consortiums allowed

4. Scope of Work for PIAs

• Conduct skill development training as per DDUGKY 2.0 guidelines and SOPs
• Ensure minimum 70% placements at or above minimum wages for semi-skilled roles
• Follow NSQF/NQR-aligned job roles
• Comply with all payment norms (4 instalments as per MoRD Notification No. 02/2025)
• Operate within stipulated timelines

5. Proposal Submission Process

1. Submit proposals online at www.kaushal.rural.gov.in
2. Upload all supporting documents (certificates, eligibility proofs, etc.)
3. Sign all uploaded documents (responsibility for correctness/authenticity)
4. Pay non-refundable processing fee of ₹29,500 to NABCONS (account details provided in EOI)

6. Evaluation Process
