Scope of Work

The empanelled Training Partners (TPs) will be required to carry out the following activities within stipulated timelines following standards prescribed under the program and NAC-AP guidelines :

4.1 Mobilization of Candidates

  • Mobilize workers registered with APBOCWWB only
  • Conduct ground-level mobilization at own cost
  • Provide counselling with qualified and certified counsellors
  • Register mobilized candidates on https://naipunyam.ap.gov.in after District Deputy Commissioner of Labour approval
  • Link registrations to AADHAR identity

4.2 Training Centre Readiness

  • Establish dedicated training centres with required infrastructure
  • Training can be residential in nature
  • Infrastructure may be owned or hired
  • Comply with DDUGKY 2.0 norms/guidelines
  • Undergo inspection by NAC-AP team prior to PAC meeting
  • Centres must have CCTV/IP enabled cameras with 1080 HD resolution
  • Maintain complete recording storage till project closure

4.3 Deployment of Trainers

  • Trainers must possess requisite qualifications and SSC certification
  • Submit trainer list with valid SSC certification to Director General, NAC-AP
  • Conduct orientation sessions through guest lectures from subject matter/industry experts

4.4 Training Implementation

  • All TP staff must be certified by SSC
  • Course content must be based on NSQF/NQR model curriculum
  • Provide trainer guide and trainee handbook
  • Collect attendance only through Aadhaar enabled biometric attendance system (AEBAS)
  • Ensure CCTV/IP enabled camera monitoring, videography, and photography
  • Document training through videography and photographs (both hard and soft copy)

4.5 On-the-Job Training (OJT)

  • Ensure OJT for candidates as defined by NSQF/NQR
  • Follow procedure defined in program SOP

4.6 Assessments & Certification

  • Conduct regular internal assessments (quizzes, assignments, tests)
  • Post-training assessment by Sector Skill Councils or NCVET-approved agencies
  • Ensure timely completion of assessment and distribution of certifications

4.7 Placement of Candidates

  • Submit Letter of Intents (LOIs) to DG, NAC-AP for all proposed trades
  • 90% of trained candidates shall be placed (70% wage employment, 20% self-employment/GIG)
  • Candidates placed in same sector/job role or other job roles with 20% higher salary
  • Valid placement requires continuous work for six months
  • Submit valid proof of placement (appointment letter, salary slips, EPF/ESIC details)
  • For self-employment: provide self-declaration, trade license, Mudra Loan proof

4.8 Post Placement Tracking

  • Maintain records of all placed trainees for minimum 6 months from first placement
  • Support and guide placed candidates during tracking period

Eligibility Criteria for Training Partners

The EOI invites applications under Category II: Existing skilling agencies having experience of providing 50% or more placement outcome achievement.

Selection Criteria & Evaluation Process

The evaluation follows a two-stage process with both Technical and Financial parameters:

Technical Evaluation

  • Maximum score: 40 marks
  • Criteria include:
    • Project Experience (5 Years: 8 Marks; 3.1-4 Years: 5 Marks; Years: 3 Marks)
    • Number of Trained Candidates in Last 3 Years
    • Agreements with potential employers
    • Annual Turnover
    • Net Worth
    • Staff Strength

Financial Evaluation

  • Maximum score: 40 marks
  • Cut-off marks: 80 marks out of 200 (combined technical and financial)

Clarification on Minimum Qualifying Score

Total Target to be Trained

The EOI aims to train registered workers with APBOCWWB across Andhra Pradesh through placement-linked skill development programs. Target allocation for Short Term Training Programme (Placement Linked Program) is based on marks obtained in both Technical and Financial Parameters .

For Recognition Prior Learning (RPL): Target will be allocated based on performance and successful commencement of short-term training programme against target allocation.

Note: While allocating targets, the decision of the PAC is final.

Right to Accept/Reject Proposals

NAC-AP reserves the right to accept or reject any proposal and annul the empanelment process at any time without assigning any reason or liability .

Amendment of EOI

NAC-AP may modify the EOI by issuance of an addendum, which shall be uploaded on https://tender.apeprocurement.gov.in or https://naipunyam.ap.gov.in/. It is the sole responsibility of applicant TPs to check the website for amendments.

Late Submission

Proposals not submitted in time due to technical issues or any other reasons shall not be entertained.

Arbitration

Disputes shall be resolved through arbitration in accordance with the Arbitration and Conciliation Act, 1996. The seat of arbitration shall be Vijayawada, Andhra Pradesh. Competent Courts at Vijayawada shall have exclusive jurisdiction.

Force Majeure

Events beyond reasonable control including war, riots, civil disorder, earthquake, fire, explosion, storm, flood, strikes, lockouts, or government actions may be considered Force Majeure.

Indemnity & Compliance

  • Empanelled TPs shall indemnify NAC-AP, Government of Andhra Pradesh against claims, losses, damages, liabilities arising from acts or omissions of the TP
  • TPs shall comply with all applicable labour laws, taxation laws, social security laws, and statutory requirements

Cancellation of Empanelment

NAC-AP may terminate empanelment for breach of eligibility conditions, non-performance, misrepresentation, fraud, or any other sufficient cause recorded in writing.
