1. Introduction

The Maharashtra Energy Development Agency (MEDA), Divisional Office, Amravati, a Government of Maharashtra institution, has released this EoI for Skill Development Training under the “Punyashlok Ahilyadevi Holkar Gaurav Abhiyan” – Urja Sakhi scheme. This initiative is a key step in the state’s renewable energy policy to foster a skilled workforce in the solar sector. The tender, a two-part e-tender (Technical & Financial), invites bids from eligible training agencies and technical institutes to deliver a comprehensive training program for women in Amravati district. This Skill RFP is one of the latest new skill tenders released by MEDA, offering a significant opportunity for training providers to partner with a government agency.

2. Objective

The primary objective of this Skill Development Tender is to empanel eligible training partners to conduct structured, hands-on training programs for 60 women, transforming them into “Urja Sakhis” (energy entrepreneurs). The program aims to equip participants with the necessary skills to install, commission, maintain, and troubleshoot solar PV systems, solar pumps, and solar lighting systems. This will enable them to sell, repair, and promote solar energy products, thereby empowering them economically and contributing to the state’s clean energy goals. This EoI for Skill Development Training specifically focuses on creating a sustainable livelihood model through renewable energy skills.

3. Scope of Work (Training Delivery)

The selected training partner (the bidder) will be responsible for the complete execution of the training program, which includes:

  • Mobilization & Selection: Coordinating with MEDA to select eligible women participants.
  • Classroom & Practical Training: Conducting structured training on the basics of electrical energy, renewable energy, solar PV systems, components, installation, commissioning, operation & maintenance (O&M), troubleshooting, and safety practices.
  • Provision of Materials: Providing standard toolkits (e.g., Digital Multimeter, Solar Irradiance Meter), T-Shirts/Caps, and books to all trainees.
  • Facilities & Logistics: Arranging lab facilities with live demonstration units, CCTV cameras, biometric attendance systems, and ensuring safety protocols are followed.
  • Assessment & Certification: Conducting internal assessments, final evaluations, and providing certificates to successful candidates.
  • Support Services: Providing scholarships (₹5,000/trainee/month), tea/snacks/lunch (₹200/trainee/day), and facilitating placement or self-employment support.
  • Reporting: Submitting weekly progress reports, biometric attendance, batch-wise photographs/videos, and a final completion report to MEDA.

4. Eligibility of Training Partners (Pre-Qualification)

Bidders must meet specific pre-qualification criteria and can participate via one of two routes: Route I (Private Training Provider) or Route II (Govt./Semi-Govt./Private Technical Institution). The bidder must clearly state the route they are applying under. This makes the skill tenders accessible to a wide range of organizations.

  1. Technical Bid Evaluation: Bids are first checked for responsiveness (completeness of documents). A technical committee then evaluates the proposals based on the eligibility criteria, experience, infrastructure, and trainer qualifications. Only technically qualified bidders proceed to the next stage.
  2. Financial Bid Evaluation: The price bids of the technically qualified bidders are opened. The Lowest Evaluated Bidder (L1) who meets all technical specifications and is determined to be qualified will be declared the successful bidder.
  3. Contract Award: The contract will be awarded to the L1 bidder. MEDA reserves the right to reject any or all bids without assigning any reason.

6. Eligible Beneficiaries & Training Structure

The target beneficiaries are 60 women from Amravati district, divided into two distinct batches based on their educational qualifications and the job role they are training for. This dual-batch structure is a unique feature of this EoI for Skill Development Training.
