EMD & Tender Fees

Scope of Work for Empaneled Training Partners

The selected Eligible Training Providers (ETPs) / Program Implementing Agencies (PIAs) will be responsible for:

  1. Mobilization of beneficiaries (including those registered on the e-Shram portal).
  2. Imparting RPL and Up-skilling training as per NSQF-aligned job roles.
  3. Providing digital literacy and marketing support (e-Catalogue for Tailor Trade).
  4. Arranging assessment and certification through NCVET-approved assessment agencies.
  5. Providing stipends to beneficiaries (funds released by DKVIB).
  6. Distributing toolkits (sewing machine for Tailor Trade only).

Eligibility Criteria for Training Partners

Agencies (NGOs, Trusts, Private Ltd Companies, Autonomous Bodies) must meet the following eligibility for this EOI for Skill Development Training:

  2. Financial Strength: Minimum Average Annual Turnover of ₹100 Lakh or more with positive Net Worth for 03 consecutive financial years (2022-23, 2023-24, 2024-25).

  4. Legal: Should not be blacklisted by any Central/State Government or donor agency. No pending legal case against DKVIB/GNCTD.
  5. Franchisee/subletting of training is not permitted.

Selection & Empanelment Procedure

The selection will be a two-stage process:

  1. Technical Evaluation (70 Marks): Bidders must first qualify the Pre-Qualification Matrix and then score a minimum of 45 marks out of 70 to be shortlisted for a presentation.
  2. Presentation (30 Marks): Shortlisted bidders will make a 15-minute PowerPoint presentation before the DKVIB committee.
  3. Qualifying for Empanelment: Bidders must secure a combined total of 75 marks or more (out of 100) to be eligible for empanelment.
  4. Allotment: The final allotment of training targets will be based on experience, capacity, and Key Performance Indicators (KPIs) as evaluated by a committee constituted by the MD, DKVIB.

Training Duration

  • Tailor Trade Sewing: 12 days (96 hours).
  • Hair Stylist & Makeup Artist: 8.5 days.

Funding & Payment Conditions (Payment Milestones)

DKVIB will release funds to the implementing agency as follows:

  1. Advance (50%): Released after formation of the first batch of 45 candidates and submission of a Performance Guarantee (5% of project cost).
  2. Stipend (100%): ₹400 per day per candidate (12 days for Tailor, 7 days for others, 8.5 days for Hair/Makeup). Released directly to beneficiaries via bank transfer.
  3. Assessment Fee: ₹900 per candidate.
  4. Balance (50% Training Fee): Released after submission of bank statement proving stipend distribution, delivery of e-Catalogue (for Tailor), and invoice within 15 days of training completion.
