DETAILED BREAKDOWN OF THE RFP (UPDATED)

1. Introduction

The Directorate of Skill Development (DSD), Government of Tripura, has issued a Request for Proposal (RFP) to engage a competent Implementing Agency for conducting on-site training for in-service healthcare staff. The training focuses on the “Medical Records Assistant” job role, specifically delivering hands-on training on the Integrated Health Information Management System (IHIMS) and ABDM Digital Health Tools. The project aims to train 2,000 healthcare staff across all 8 districts of Tripura under the Recognition of Prior Learning (RPL) mode.

This initiative is part of the state’s broader effort to ensure capacity building of sufficiently trained healthcare staff given the wide-spread adoption of IHIMS in Tripura. A pre-bid meeting was held on 21st September 2026, and the minutes were issued on 23rd September 2026. Subsequently, a corrigendum was issued on 25th September 2026 extending the bid submission deadline.

2. Objective

The primary objective of this RFP is to select a competent Implementing Agency with a proven track record in delivering outcome-based training in the healthcare/software-training sector, capable of training facility staff to independently and effectively use the IHIMS software in their day-to-day work. The selected agency will work in coordination with the Authority and the Health & Family Welfare Department, Government of Tripura.

The specific objectives include:

  • Assessing and recognizing existing skills of participants
  • Bridging gaps specific to digital health tools through hands-on practice
  • Ensuring competency is assessed and certified by the respective Sector Skill Council (SSC)
  • Creating a rich pool of proficient digital health users in the state

7. Scope of Work

The selected Implementing Agency shall be responsible for the following:

7.1 Participant Identification

  • Coordinate with health facility administrators to nominate in-service facility staff across all districts of Tripura.
  • Submit batch-wise final list of participants to the Authority for approval prior to commencement of training.

7.2 Training Design

  • Conduct training needs assessment and curriculum design contextualized to Tripura’s current IHIMS/ABDM implementation status.
  • Develop track-wise training material (facilitator guides, participant handbooks, job aids) in English and Bengali (with Kokborok where required), with local context and examples.

7.3 Training Delivery

  • Conduct on-site, hands-on training in RPL mode based on the Model Curriculum.
  • Prepare and attach a detailed track-wise, day-wise, and hour-wise session plan for the 5-day RPL training.
  • Cover skill-gap mapping, hands-on bridge training on IHIMS/ABDM and other digital health tools, revision, and final assessment.

7.4 Hands-on / Practical Training

  • Conduct hands-on, practical training sessions on Digital Health Tools.
  • Introduce staff to AI usage within Digital Health Tools.
  • Special focus on mastering day-to-day use of IHIMS software.

7.5 Assessment & Certification

  • Assessment shall be conducted by the respective Sector Skill Council (SSC) / related Department/Agency selected by DSD.
  • The Implementing Agency shall not assess its own trainees.
  • Minimum attendance threshold: 80%.
  • Facilitate assessment by sharing batch and attendance data with assessing agency.
  • Ensure availability of trainees, venue, and devices on assessment day.

7.6 Reporting & Compliance

10. Empanelment Procedure

This is a single-stage, technical-only bid. No financial bid is required. The cost norms are fixed by the Directorate of Skill Development and are non-negotiable.

Procedure:

  3. Clarifications may be sought from bidders if required.

17. Other Terms and Conditions

17.1 General Terms

  • Bidders must have valid Class 3 Digital Signature Certificate (DSC).
  • Bidders must enroll on the e-procurement portal and obtain User ID and Password.
  • Bidders are allowed to bid 24×7 until bid closing, with option for Re-Submission (only latest submitted bid considered).
  • The e-Procurement website will not allow bidding after the scheduled date and time.
  • All documents must be submitted online only. Physical submission will be rejected.

17.2 Corrupt or Fraudulent Practices

  • Corrupt practices: Offering, giving, receiving, or soliciting anything of value to influence action of a Government official.
  • Fraudulent practice: Misrepresentation of facts to influence procurement process or contract execution.
  • Consequences: Rejection of proposal, blacklisting/debarment of firm, forfeiture of EMD.

17.3 Termination

DSD may terminate the agreement at any time by written notice in the following cases:

  • Termination by Default: Failing to perform obligations under the contract.
  • Quality Issues: If quality is not up to specification or non-adherence to time schedule.
  • Termination for Convenience: In whole or in part, at any time.
  • Termination for Insolvency: If the agency becomes bankrupt or insolvent.
  • No consequential damages shall be payable to the agency in the event of such termination.

17.4 Legal Jurisdiction

All legal disputes between the parties shall be subject to the jurisdiction of Courts situated in Agartala only.

17.5 Bid Evaluation

  • All statements, documents, certificates submitted will be verified by the Bid Evaluation Committee.
  • Clarifications may be obtained from bidders.
  • Bids will be evaluated against specified parameters.
  • Results can be seen on the e-procurement portal.
  • Bid Inviting Authority may cancel the bid at any stage without prior notice.

17.12 Branding & Publicity

  • Training centres and materials must carry Government of Tripura branding as approved.
  • Documentation of training sessions (photographs, attendance) must be submitted for verification.

17.13 Monitoring & Supervision

  • Monitoring visits will be conducted by the Authority and DSD/DHS officials.
  • Findings from monitoring shall be considered during invoice approval and payment processing.
  • Unethical or noncompliant behaviour may lead to immediate cancellation of the work order.

17.14 Assessment & Certification

  • Assessment shall be conducted by the respective SSC / related agency selected by DSD.
  • Minimum attendance threshold: 80%.
  • The Implementing Agency shall facilitate the assessment and shall NOT assess its own trainees.
  • Assessment cost: INR 600 per candidate (borne by DSD, paid directly to assessing agency).

17.15 Reporting Obligations
