3. Key Dates

6. Scope of Work

The selected training partner will be responsible for:

• Training Centre Readiness: Setting up classrooms, labs, CCTV, projectors, internet, pantry, AC, and biometric attendance as per PMKVY 4.0 guidelines.
• Training Delivery: Providing ToT-certified trainers for the job roles listed in Annexure E.
• Assessment & Certification: Managing assessment by Sector Skill Council and ensuring certification of candidates.
• Placement: Ensuring placement/employment as per PMKVY 3.0 scheme guidelines at or above semi-skilled wage rates.
• Monitoring & Follow-up: Regular monitoring and follow-up with Training Centre authorities.
• No Subletting: Work cannot be sublet; violation leads to de-empanelment.
• SPOC Appointment: Appoint a fact-knowing Single Point of Contact for coordination.

7. Eligibility of Training Partners

Applicants must meet the following criteria:

A. Basic Eligibility:

• Must be empaneled with PSDM as on the date of applying.
• Must have ToT-certified trainers for the specific job role applied for.

B. Technical Eligibility:

• Training & Certification: Minimum 50 candidates trained and certified in the job role (in association with PSDM). Scoring: 50-99 (10 marks), 100-150 (20 marks), 151-200 (30 marks), 201+ (40 marks).
• Placement: Minimum 20 candidates placed in the formal sector (in association with PSDM). Scoring: 20-29 (20 marks), 30-39 (25 marks), 40+ (30 marks).
• Minimum Score: Applicants must score at least 35 marks in the eligibility criteria to be called for presentation.
• Presentation: 30 marks. Applicants scoring less than 15 marks in the presentation will be considered ineligible.

8. Selection Criteria

• Combined Score: Highest combined score of eligibility criteria and presentation will be awarded the work.

• Allocation: A training agency shall not be allocated a target exceeding 600 candidates.

9. Empanelment Procedure

14. Funding and Payment Conditions

• Cost Norms (PMKVY 4.0):

• Payment Tranches:
  • 1st Installment (30%): Proportionate basis on batch freezing on SIDH Portal. Induction Kit reimbursement.

16. Other Terms and Conditions

• Penalty for Non-Commencement: Rs. 10,000 to Rs. 30,000 per centre based on delay. Beyond 31 days, PBG forfeiture and target withdrawal.
• PBG Non-Submission: Penalty of INR 1,000 per day per centre for 5 days. On 6th day, PBG forfeited.
• Dispute Resolution: Referred to Mission Director, PSDM. Subject to Punjab Transparency in Public Procurement Act, 2019. Courts at Chandigarh have jurisdiction.
