2. Objective

5. Scope of Work
The selected Training Partner will be responsible for the complete execution of the RPL program, which includes:
- Training Venue: Conducting training at industry clusters, industry premises, camps, government buildings, and Training Centres of the Training Partner, as specified in Annexure E. The partner must ensure the venue is ready with all required infrastructure, classrooms, equipment, internet, and a biometric attendance system as per PMKVY 4.0 and PSDM guidelines.
- Training Delivery: Deploying ToT-certified trainers and ensuring the overall conduct of training.
- Mobilization & Documentation: Handling candidate mobilization, monitoring, and all necessary documentation.
- Assessment & Certification: Coordinating assessments and certifications through the concerned Sector Skill Council (SSC) or NCVET-approved Awarding Body.
- No Subletting: No subletting of work is allowed. Any such action will lead to de-empanelment.

6. Eligibility of Training Partners

7. Selection Criteria

- Minimum Qualifying Marks: Applicants must score at least 30 marks in eligibility and a combined score of at least 40 marks (Eligibility + Presentation) to be considered.
- Award of Work: The agency with the highest combined score in a specific job role/training location will be awarded the work. In case of a tie, the agency with higher trained and certified numbers in that trade will be selected. PSDM may allocate additional targets to a selected agency if no other agency is found eligible.
8. Empanelment Procedure
This EOI is exclusively for training partners who are already empaneled with PSDM. The process involves the following steps:
- Submission of Application: Eligible empaneled partners submit their application online via the e-procurement portal.
- Evaluation: Applications are evaluated based on the Basic Eligibility Criteria (empanelment, trainers) and the Eligibility Criteria (past training and placement records).
- Presentation: Shortlisted agencies are invited for a presentation.

9. Eligible Beneficiaries

10. Total Target to be Trained

The targets range from as low as 20 candidates to as high as 1,280 candidates for a specific job role in a district. 12. Duration
The duration of the RPL training courses is primarily 132 hours. However, some courses, specifically in Shaheed Bhagat Singh Nagar, are for 60 hours. There is also a mention of 30-hour courses in the payment section.
13. Funding and Payment Conditions
- Cost Norms: Costing and payments will be as per the common cost norms of the latest PMKVY 4.0 guidelines.
