Scope of Work for Training Partner
The selected skill training partner will be responsible for:
- Mobilization & Registration: Identifying and enrolling eligible SC/ST/EWS (Women) candidates in five districts (Samastipur, West Champaran, Vaishali, East Champaran, Darbhanga).
- Infrastructure Provision: Providing classrooms (min. 90 sq. meters, seating 30), labs, hardware/software as per NSQF specifications (Annexure-I).
- Faculty Deployment: Engaging qualified competent and supporting faculty as per NIELIT norms.
- Training Delivery: Imparting theory and practical sessions as per the Qualification Pack.
- Assessment Coordination: Conducting internal assessments and facilitating NIELIT’s final certification exams.
- Placement Assistance: Tying up with local industries for job placements.
- Monitoring: Maintaining Aadhaar-enabled biometric attendance (AEBAS), submitting CCTV footage, and allowing flying squad visits.
Eligibility Criteria for Training Partners
Interested agencies must be:
- Democratic, secular, independent service organizations/Societies registered under the Societies Registration Act.
- Imparting education and development works for reserved categories in Bihar.
- Having at least three permanent incumbents with the institution for not less than six months.
- Existing NIELIT NSQF/ESDM training partners OR willing to take affiliation from NIELIT for the relevant NSQF courses.
- Not involved in any litigation with any Government in India.
Selection Criteria of Training Partners
NIELIT Patna will finalize TPs based on a 50-mark scoring system:

Empanelment Procedure
- Submission: Institutes submit EOI with Annexure-II & III (covering letter, application format, infrastructure details).

- Agreement: Selected TPs sign a formal agreement (Annexure-V) with NIELIT Patna.
