1. OVERVIEW

The Small Industries Development Bank of India (SIDBI), India’s Principal Financial Institution for MSME promotion and development, has issued this Expression of Interest (EoI) for empanelment of NGOs, Civil Society Organizations (CSOs), Non-profit, and Not-for-Profit organizations as implementation partners for its development programmes.

2. BACKGROUND

SIDBI is transitioning into an All-India Development Financial Institution creating an integrated credit and development support ecosystem for Indian MSMEs. The Programmes for Development & Impact (PDI) Vertical implements SIDBI’s promotional and development mandate through inclusive, innovative, and impact-oriented interventions.

Key Focus Areas:

  • Addressing non-financial challenges of MSMEs
  • Inducing entrepreneurship culture
  • Supporting livelihood and entrepreneurship programmes
  • Aligning with Government of India’s vision of ‘Atma Nirbhar Bharat’ and ‘Viksit Bharat @2047’

Ambition: Reach 10 lakh beneficiaries by FY 2028 through scalable, digitally enabled, inclusive initiatives.


3. OBJECTIVE OF EMPANELMENT

To create a pool of competent and experienced implementation partners to:

  • Implement last-mile delivery of developmental interventions
  • Facilitate inclusive outreach to unserved geographies and communities (women, artisans, vulnerable groups)
  • Support enterprise creation (setting-up) and strengthening (stepping-up)
  • Strengthen cluster-based MSME ecosystem
  • Drive sustainable and measurable development impact
  • Enable scalability in interventions aligned with SIDBI’s strategic priorities

4. SCOPE OF WORK

Empaneled organizations shall design, implement, and monitor development programmes including:

  1. Feasibility and scoping assessments for evidence-based interventions
  2. Identify and support viable micro-enterprises in rural/semi-urban areas
  3. Create sustainable employment through skill development and enterprise incubation
  4. Establish and strengthen community-owned enterprises with shared infrastructure
  5. Develop end-to-end value chains for targeted sectors
  6. Deliver structured training on entrepreneurship, financial literacy, and digital inclusion
  7. Promote adoption of digital tools (UPI, mobile ERP, Udyam Aadhar registration)
  8. Facilitate forward/backward linkages with buyers and institutional markets
  9. Support transition to formal financial inclusion and long-term capital access
  10. Leverage convergence with government schemes and social security programs
  11. Establish impact monitoring, reporting, and learning systems

Organizations may also independently propose project concepts for SIDBI consideration.


5. GEOGRAPHICAL COVERAGE

Pan-India implementation with special focus on:

  • Aspirational Districts
  • North-Eastern Region (NER)
  • Hilly and remote areas
  • Underserved and backward regions

6. DURATION OF EMPANELMENT

36 months (may be extended based on requirements)
