4. EMD / Tender Fee
- Tender Fee: Nil (EOI document can be downloaded free of cost).
- Security Deposit (EMD equivalent): 5% of the work order value to be submitted by the Training Partner upon issuance of work order. Refundable after successful completion of all assigned training activities.
5. Scope of Work for Training Partners
The Training Partner (TP) shall be responsible for:
- Mobilization of eligible candidates across all districts of Bihar.
- Registration and document verification (caste, EWS, domicile, educational certificates).
- Provision of training infrastructure as per NSQF norms (computers, software, IoT kits, solar-LED equipment, etc.).
- Qualified faculty as per course requirements.
- Conducting training as per course duration and syllabus.
- Facilitating examinations (NSQF assessment by NIELIT HQ).
- Ensuring minimum 70% attendance for candidates to appear in exams.

6. Eligibility of Training Partners

7. Selection Criteria & Empanelment Procedure
- Evaluation by a duly constituted committee of NIELIT.
- Weightage given to past experience in skill development programmes.
- More than one Training Partner may be selected based on geographical coverage and accessibility.
- Allocation of training targets (batch size multiple of 30 candidates per course per location) is at NIELIT’s discretion.

11. Funding and Payment Conditions
- Source: MeitY, Govt. of India (Training Expenditure Head).
- Reimbursement to Training Partner: As per course fee per certified candidate (Annexure-III). Fee ranges from ₹2,468 to ₹14,807 per candidate (inclusive GST). Excludes NSQF assessment fee.

13. Other Terms & Conditions
- Admission Committee: Three-member committee (Co-PI, state government nominee, TP representative) for merit-based selection.
- Minimum Attendance: 70% mandatory to appear for NSQF examination.
