1. Introduction
The Nashik-Trimbakeshwar Kumbh Mela Authority (NTKMA) has issued this Expression of Interest (EOI) for Skill Development Training to onboard a qualified consultancy firm for the Training of 15,000 Volunteers on Disaster Management during the Simhastha Kumbh Mela 2027 in Nashik, Maharashtra. This is among the world’s largest spiritual events, expected to draw millions of devotees. Trained volunteers are critical as first responders for crowd management, basic search & rescue, medical aid, and shelter camp management. The training rates are pre-fixed by the government at ₹1,800 per volunteer per day based on YASHADA Government Resolution dated 27 September 2023. Hence, this is a purely technical EOI – no financial or price competition. The procurement method follows Government of Maharashtra GR No. BKS-2014/Cr no. 82/part-III/Industries-4 dated 1 December 2016.
2. Objective
The primary objective of this skill RFP is to onboard a Training Organisation with deep community-level disaster management expertise. The goal is to create a trained cadre of 15,000 Disaster Management Volunteers (DMVs) who will act as efficient first responders during the Kumbh Mela. The training covers the Disaster Management Act 2005, PM’s 10 Point Agenda, SENDAI Framework, Sustainable Development Goals, Basic Search & Rescue operations on multiple hazards, Basic First Aid Trainings, Community based disaster management, Shelter Camp Management, Psychosocial Care, and Post-Disaster Need Assessment.
